Definitely you/she can move a complaint U/s 12 of D.V. Act in the Court under which Jurisdiction she is living as of now. Additionally She can approach the Police and give a complaint U/s 323, 504 & 506 of Indian Penal Code, where the incident took place i.e. where the incident of manhandling happened.

You sister will have to go to the police station and lodge a FIR under section 498-A and section 3/4 of dowry prohibition. Besides she may also file an application under Domestic Violence Act before the protection officer. Thirdly, she can also approach the Mahila Ayog for help in the matter.
