Cheated by a partner who had promised to marry

I was in a relationship with a guy from past four years. He cheated me .He is saying no for the marriage now..Can I take action against him?

Do you have any proof to show that you are in relation with him and he has promised you to get married. If is it so file a criminal complaint against him at your jurisdictional police station and try to get justice even by filing petition before court.
