Can Adult Female(20) Live In Different State Without Parents Permissio

I'm age 20 Female born and raised in kerala. I want to live in Bengaluru against parents permission. I went to local police and head police said he will call my father first. I said don't call my father because he will not let me go and torture me instead. I even submitted declaration letter stating that I left my house volunatrily. I am not kidnapped/missing. But officer said I need father's permission first. What is the actual procure to permanently leave home and abusive parents ? Should I call mahila helpline and go to district commissioner ?
