Can a judicial magistrate appoint guardianship

Is a judicial magistrate have powers to appoint guardianship for a mentally insane person? Is a person can claim maintanence for mentally insane sister from brother under Cr P C 125?
The order of the JM has to be perused to give an opinion whether the JM is competent to appoint guardian for a mentally retarded person. The provisions of S.125 is applicable to only wives, childrens and parents.
