any one of the family members can apply for family members certificate (legal heirs certificate) when that person has passed away. Coming to your case, your father has 2 wives but, one of the is entitled for being a family member in the certificate. there is no bar as to the total children of your father to be listed as family members. what I want to say you that all the children of your father through both wives are his legal representatives. Hence you should place all the names of the children of your father through his both wives in the application for family members certificate(FMC)/ Legal heirs certificate. if missing of any one of the afore said children in the application, it won't be a perfect application and if any certificate is issued with such irregularities, deemed be fake.
