DV act apply on in laws only except husband who supporting me.

i am working woman in government sector.my husband was in private firm. we have a 2 years daughter . because of my daughter husband taking care of her and left his job.my brother in law dont want we live in anchestral home so he convinced my father in law because he has 2 sons and father in law have conservative thinking they do differance between grand daughter and grand son.from first day of marriage they are not giving anything to me .we manage with all stuff with our earning.ow they cut off light connection water supply . and ready to beat me with iron rode. when my husband not at home.
can i do DV complaint against in laws ? is husband also be in trouble ? please suggest.
Domestic violence of any kind whatsoever either it be a physical or mental comes under the ambit of Domestic Violence Act, 2005.
