Withdrew from engineering college not returning mark sheet

i discontinued my Engineering due to fail in exams so i wanted to Get marks cards back which i provided while getting admission to engineering of 10th and diploma marks card if i want to get marks card from collage i have to pay lakh of rupees so dont want to pay
It is absolutely rubbish act by the college. Issue legal notice to return the marks card and other documents given to the college at the time of admission.
You can also file consumer case against the college for not rendering better service.
