Where to complaint in case of two obc certificates and two voter id?

Sir, If one issued two OBC cetificate from UP and Delhi also have two voter id cards from two states. IS it illegal? If yes then how i can complaint, regard this and where? Actually someone has the two different obc certificate and he is using both. So where i can compalin against him. On the basis of obc certificate issued from delhi he got government job.
first of all i would like to say that you can be some leniant and let it be as the job is needed by any person who is in need but if it is that necessary that the matter is settled through court then you must file an application in sdm court for cancellation of voter id and obc certificate and also can file a case of forgery in court of metropolitan magistrate, but it is not necessary that the other party is expelled from the job

Yes, it is illegal for that you need to surrender your U.P certificate from the concerned authorities from where it was issued otherwise it can get you in trouble secondly don't cancel your Delhi certificate because you obtained a job through it
