What to do admission is denied on parents income under OBC category

Hello, I was denied admission in OBC category at a central University [EFL University] just because my father's income was above 8 Lacs even after producing a non-creamy layer certificate issued by competent authority. My father was recruited in class III [group C] and was promoted to group B after the age of 40. So does the university have any valid points in their argument? If not, what are my legal options? P.S- The university has not given anything in writing to me but just informed me that they cannot give admission.

Income above 8 lakhs is comes under a catagary of creamy layer. So you can't avail a facility which is for non creamy layer, for obtaining admission in OBC quota you need a valid caste certificate and if above admission is on income base then you have not fall under that category
