You can obtain a legal heir certificate from the tehsildar's office and if the registrar denies then you can obtain it from the civil court under Indian Succession Act. By following the abovementioned process you can obtain a legal heir certificate.
An application for issuance of Succession Certificate under Section 372 of The Indian Succession Act, 1925 is to be filed before concerned District Judge.
