Only Civil Court can grant succession certificate if that's what you are talking about as legal heir certificate. However, at most of the authorities, if you are the nominee, you can file an affidavit of this effect along with death certificate of your father. Depends on what kind of documents you need your name substituted for your father. For Mutation in property documents, you can file application along with affidavit declaring all legal heir. For Bank accounts transfer of Shares if you are not the nominee or no nominee was mentioned, or for claims of any benefits from employer of your father, you need to procure succession certificate from the appropriate court of laws.
