The Supreme Court has lifted the ban on Hookah as of 2014. However, this restaurant cannot be located within 100 yards of any educational institution and hookah cannot be sold/made available to an person below 18 years of age.
You will however require the following:
1. License from Police commissioner's office to run hookah bar (teenagers should not be allowed, ingredients used should in hookah should be permissible and not against anti tobacco laws). This is on the discretion of the Police Commissioner and hence, a little difficult to procure.
2. Smoking area should be separate from restaurant area.
3. Trade License from local municipal authority (Can be found on the municipal corporation website)
4. Need to get registered with Shops and Establishment Act
5. Fire safety license/NOC from Fire department
6. Excise and VAT registrations.
