Want to get documents attested college refusing to do so

i am an architect and passed out in 1997 from TVB School of Habitat Studies, Delhi (tvbshs.net) which has merged with IP University in 2007. I want to get my college certificates attested for Canada immigration and since TVB doesn't exist anymore, IP Univ needs to do it. On approaching IP, they mention that since the merger happened in 2007, they are unable to attest anyone from prior to merger. This leaves me in a dilemma as attestation is mandatory for progress with immigration procedures. How can I get IP Univ to do the needful. Dean and Dir of TVB are also helpless. Please advise
File a writ petition in the High court for specific relief.
