University gave diploma certificate instead of a bachelor degree

My daughter was pursuing her graduation in fashion designing through distance learning from MGU (Mahatama Gandhi University) at Meghalaya through INSD (international school of design) at pitampura in Delhi. despite appearing in her final exams in August-2014, she has yet not received her bachelor degree from MGU. After rigorous follow up with INSD for last nearly 16 months,the mgmt of INSD has now issued & provided their own diploma certificate of three years course to my daughter.(instead of bachelor degree from MGU) career of my daughter is ruined by not providing MGUdegree

A complaint can be filed against the university after carefully seeing how the university had advertised their course and the terms and conditions entered into before joining the college
I might even suggest that a legal notice may favour the college regularities to issue the degree in an expeditious manner
The matter seems to be of great importance and if the same has been done with other students then a class action suit may be filed which can stop such an action by the university in future students

Respected sir,

My legal advise to you in the present situation will be two fold:-

1) To file a Public Interest Litigation (PIL) against the INSD In case there are other students along with your daughter who have been issued a diploma certificate instead of bachelor degree. Since the issue will concern a group of students along with your daughter, a combined PIL should be filed. .

OR

2) To file a writ Petition in High Court against INSD, if only your daughter has been issued a diploma certificate instead of a bachelor degree.

Before proceeding with either of the aforementioned courses of action, i will need to go through the documents provided by the university/correspondences betweeen yourself and the university etc.
We will should send them a legal notice before taking either of the aforementioned legal course of action.
