Residential And Caste certificate

My father recently got a residential certificate and st caste certificate (block level)from jharkhand. My father's origin is jharkhand came to West Bengal in 1973.He has all documents like adhar, ration card, voter card from West Bengal address. Can my father be able to apply st caste certificate in West Bengal showing his genuine caste certificate from jharkhand and banshabali of jharkhand with relative having st certificate.
