Relinquishment deed attested by US embassy be registered in India

Can a relinquishment document signed and attested by the Indian Embassy in USA be registered here in Gurgaon for the sake of transferring property from a deceased husband to his wife. This is a DLF apartment. The relinquishment deed is being signed by her three sons, also in USA. DLF has given us the documents to use. We are a hindu family.

A power of attorney is to be signed and executed at embassy in favour of the mother authorising her to sign on your behalf . A chargeable stamp duty is to be paid to registrar of stamps.
Apply for adjudication of the said document before concerned SDM/ registrar where the property is situated. Until n unless the document is adjudicated one can't use it.
