Registration of property at city survey office

Sir i have bought a property in my village at 1990.I have registerd my name in grampanchayat but unfortunately i have not registerd at city survey office and property who sold me his son has registered his name as the keen of him and he is asking for money though the whole amount has been paid to his father. I have the stamp and all other document. So please tell me what should i do to solve this matter leagly
File a complaint before Dy. Supritendant land record, along with the application to record your name. Also mention the reason for delay to record the name. Mention the sequence of conversion from gram panchayat to CT survey . attach all relevant latest certified true copy of documents
