Regarding GDE Number is not accepting by Passport office

I informed the police station that i missed my passport and then i gave them complaint ,they registered my complaint in general dairy and then they stamped their symbol along with GDE number and said it was enough to get the reissue of passport.But when i applied passport they are not accepting it and asking for FIR.Again when i contact with police they are saying we do not give FIR for lost or missed.how should i proceed.
please help me.
why do you need to worry, police is one instititution who only understands bribe, they need to be taught a right way, if you know the name of the officer, write a letter and send through speed post, after 2 to 3 days go and obtain your FIR number, there is a judgement too, which you can quote in your letter
