For a 40-year-old person, if the Birth Certificate was never registered or is not available in government records, a “Non-Availability Certificate (NABC)” can be obtained from the Municipal Corporation/Municipality/Gram Panchayat where the birth took place. The applicant has to apply before the Registrar of Births & Deaths.
Generally required documents are:
1. Aadhaar Card / PAN / Voter ID
2. School records (10th marksheet, transfer certificate etc.) showing date of birth
3. Affidavit regarding date and place of birth
4. Parents’ details and address proof
5. Hospital record, if available
6. Passport size photographs
Procedure:
• Submit an application for search of birth records before the local Birth & Death Registrar.
• If no record is found, the authority issues a Non-Availability Certificate.
• Thereafter, delayed birth registration can also be done through Executive Magistrate/SDM order as per state rules.
