Matter related to admission under IGNOU

Dear sir/madam The entire matter is the we r the Punjab technical university distance courses passout students admitted under its study centre situated in kolkata in 2011 and passout year is 2015,the thing is that ignou is not giving the admission to us and saying the PTU were not allowed to offer courses outside its states,but the fact is this policy changed on 8th june 2012,as ugc also confirmed that from 10th march 2010-8th june 2012 ptu were allowed to offer courses outside its states,i have evidence were ignou ex vc allowed ptu to offer courses outside its states,now what to do
if they communicate you and not allow for admission the you may file Writ application BEFORE Hon'ble High Court.
