Marksheet withheld by college

Hi, I was working in a college for 8 months and as my dad was not well in my native, I had to leave my job and go and the college management is now not ready to give my marksheet back. Can I apply for a duplicate marksheet from my board or how can I get it back?

You have two options
1. Issue a legal notice to the Principal demanding return of your original documents\If he/she fails to do so file a writ petition against the college for a writ of mandamus to return your original documents submitted to the college at the time of your admission
At the worst or best the college may demand payment of fee that are in arrears; because whether you complete or discontinue your studies you are bound to pay the fee as per the rules
Then the college will certainly return your certificates
OR
approach the Principal in person and explain your difficulties and say you are ready to pay the arrears of fee if any and if he agrees clear it n get back your originals Good luck

Yes you can apply for the duplicate marks card by sworning an affidavit showing the reasons for obtaining the duplicate marks sheet.
Now there is no relation with your employer, so you can issue legal notice to your employer to return the marks card, instructing him that if employer failed to reply your request, you would file a suit for damages.
