Legal procedure to change date of birth in the passport on renewal

My passport DOB is one day different than birth cirtificate. I have taken passport in 2005 and renew 3 year before. Can I change my passport date of birth?
First of all, how this discrepancy has occurred? Is it that you furnished the incorrect information or that the passport office made an erroneous entry? Moreover, why is it that you woken up to this issue now only, after 13 years?
