Legal Opinion on transferring Mining Lease License

I am Guna from Chennai. I want legal opinion for transfer of mining lease license to 3rd party in Karnataka. My question is When transferring mining lease to 3rd party, the required sign put in the transferring application form, that rights only applicable for deceased father's eldest son of the family (or) all legal heirs including daughters can sign in that application form and get some consideration sharing by us. .
Mining lease license for limestone, iron ore and other ores are normally given in the name of a corporate. You must first see as to whether the father acquired it in individual capacity or in the name of a company formulated for the purpose of obtaining mining license, If it is formulated in the name of the company then the license issued can be given to other on following the guideline specified in the mining license rules.
