Issued OBC certificate from UP and Delhi, is it illegal

Sir, If one issued two OBC cetificate from UP and Delhi also have two voter id cards from two states. IS it illegal? If yes then how i can complaint, regard this and where?
Yes it is illegal, one of the certificate is needed to be cancelled from the local authority like from where they were issued.It is just an irregularity do it as soon as possible ,otherwise it can cause you trouble .
