Is registration of tuition with state authority center necessary

sir i am looking to start a new tution centre ...with an anual turn over of 900000.and an anual profi of just 200000 if i need to register my tution centre in state authority???
You are yet to commence the tuition centre. All predictions as to annual turnover and profit are mere speculations. There appears to be be no law which requires that a tuition centre needs to be registered.
