How to get my original certificates back from college

My niece had taken admission in BAMS in nalasopara in 2015.she had attended hardly one month and her parents get separated .Now she is in Ahmedabad and want to continue her study further in government college and want to complete her graduation in another faculty like arts .Her financial condition is not good as her father not supporting her .Even he refuse to pay maintenance and case is under trial in family court of Ahmedabad. College refuse to give back her original certificates and marksheets. They demanding full fees for whole course of 5 and half year. Now she has only legal option to get back her original documents. PLS GIVE ADVICE
Check the terms and conditions signed by you during admission in the college and on that basis you may thru advocate issue a legal notice and thereafter if they fail to return the documents file complaint with eduacation ministry and court. But first check the terms and conditions before taking any action.

Say that if u r not paying wirited down in paper and get the signature of principle and tell will go to higher authority it is our family problems and u cannot do with us just tell them to write that they won't pay whatever u can let them do nothing will happen.
