How to get Date of birth changed in certificate without proof

CAN WE CHANGE DOB WITHOUT ANY PROOF
For change of name ypu need to have atleast some documents that reflects the name ypu intend to change. However if you are intending to change the name of the boy or girl who is not completed the age of 15 an affidavit would be fine. Otherwise a suit is mandatory.
