If you don't want to register it in Noida, you need not have to cancel No Objection Certificate, also if you want a new number in Rishikesh you will have to check through the RTO in Rishikesh about the terms and conditions of New issuance of Number.

Hello,

There is no such procedure for cancelling the NOC, however at anytime you can take your car to the RTO of Rishikesh with all the relevant documents and get the car transferred on your name. Obtaining the NOC will not make any difference.

No need to panic. Just move an application before the RTO Risikesh. Stating that you had applied for an NOC from them. Which was issued. Now due to some unavoidable reasons you want the NOC issued to be cancelled. It would be done. But its a government department so be aware of the delays and certain demands from babus and clerks. Otherwise no problem.
