Domicile b a valid document in state west bengal medical counseling

Is domicile b, a valid document in state medical counselling, NEET 2018? What is the honorable supreme court's order regarding this? West Bengal is using it. If domicile b is not valid, then what action can be taken against the state medical council?
Please go through the West Bengal e-counseling website WBMCC where the domicile requirement has been explained in detail . It is not clear whether you had studied for 12 years in West Bengal or only for 4 years. If you have studied for 10 years or more in West Bengal , you can get a domicile certificate from your school (+2) under A2 Domicile certificate ( Proforma in the website ) . On a separate note , if your parents are permenantly staying in West Bengal as on 31.12.16, then you can also fill up proforma b ( details in website ) Other wise , I don't think that you will be considered as a domicile of West Bengal.
