Delay in Ph.D degree evaluation from University of Delhi

Dear Sir, I have submitted m PhD thesis in Theoretical High Energy Physics to the University of Delhi, India, on 23/09/2016. Due to some personal grudge, the HoD, Physics and Astrophysics, University of Delhi, is not forwarding the list of examiners to the examination cell of the university. It is more than two and a half years of my thesis submission and I am still waiting for its evaluation.
What should I do for my PhD degree?

as i can read ur issue is very much genuine.as the matter u have mentioned is the delay in evaliation of PHD thesis which ubhave sumitted 2.5 year ago and still the HOD is having some personal grudgeHOD of physics and Astro physics is not at all fevouring u .in matter you can knock the high court for completion of ur PHD .without prejudice to any one.
