College refusing to give my original certificates back hoe to get it

I took admission in Bangalore in 2016. because of some issue I cannot continue the course. my college is refusing to give the original certificates back, until I pay my full course fee. is there a way to get my certificate back? I've read various news articles that college cannot force a student to pay the whole course fee by withholding their certificates. How to get my certificates?
As college have their rules and regulation and seat is fixef as admission so they might have taken permission of admission so u get another candidate to ur place and taje back ur originals or else u have to pay requisite fee and receive all originals if case filed it takes minimums 6-8 months meantime one academic year over so do not waste onr valuable student year which will not come back. Think before u ink.
