College is not giving interest of 65000 for 7months scholarship amount

Dear sir /mam I got scholarship in june 2015 by state govt. and that amount was saved in college accounts whenever I asked about money .they always make new compliments Finally I got my amount after 7 mnths but they cut 1000 rs from 65,000. So i want to know that can i take an action against this private college. The college department are saying that if u will ask about money I will make ur bad character certificate and then ur future will be in darkness. please suggest me what am i do. thanks in advance
