College gave subjects on their discretion, how can we change them

Sir my brother's subjects have been changed by the college without informing us due to the problem of not paying the extra fees as he wasn't informed about that by the college as he was ill and could not attend college. Sir can we fight against it and get the desired subjects as he is fully eligible for that and it was the mistake of the college who didn't informed us about any such thing. He studies in F.Y.J.C
I am not sure if you can do anything about it because every college has limited number of seats for every subject. If the admissions are already done, then number of seats for the subjects you are looking for must have been allotted to some other student.
