Can I ask my college to give me receipt legally what action to take

I student govt engineering college thrissur .I lost my college id card so i gave a application for that and asked receipt for the application,so that i can get status of application through right to information act.but they are not ready to give receipt what should i do?.
I am afraid this is too trivial an issue. Moreover, you have not disclosed the complete facts. Normally, no receipts are issued in such cases. Anyhow, have you followed the prescribed procedure and applied in the form specified, if any. That will take care of the matter. If there is undue delay you may follow up the course of your application through RTI. Hope you are having copy of the application and other documents, if any, with you.
