Can earlier judgement to use for support to file another petition

If any yojna has been discontinue on direction of state government and some petitioner went 2 high court n get success in that .then from this decision benefit will take only those petitioner or all yogja instructor?
Binding force of the judgment depends on the nature of it. If it is a " judgment in personam" then it binds the parties to the action. If it is " judgment in rem" then it binds others as well. however, a " judgment in personam" can be utilised as precedence in future cases
