Can college seal the documents even when dropped out

in 2014-15 i had admission in b.pharmacy college and in 2nd year i was dropped out because financial and also because of study .after that i had given application to them that i have to cancel my admission but today i went to college and again asked them to give me my documents and TC now they are saying that i have to give them all fees like 3rd and 4th year ..now what should i do ? because i cant give them all fees they are saying that because of me they lost my seat because i didn't complete my graduation.. what should i do?
Write a letter to your college stating the reasons of you leaving the college and request them for TC and other documents. They might or might not reply to you. If they ask for fees then file a police complaint against the college. You can also file a criminal complaint/petition in the court for criminal breach of trust on your college.
