can a person have two obc certificates at same time in the same state with two different address?
Obc certificate shows your caste as well as domivile. A person's petmanant adress is generally put in the certificate. Hence one cannot stay at two different places at the same time. Therefore you should use the certificate with your permanent address.

No.. caste certificates can ONLY be issued by the state to which you belong. it is illegal to have same certificate for the same name or state and it can lead the person into some difficulties if any complaint is made against him.
