Brought second hand car seller not showing up at RTO for documentation

i had purchased a second hand car from a person. After the purchase the first owner is not showing up at RTO for proper and complete transfer of the documents. Kindly let me know what alternate do i have in this case.
Don't worry incase of any mishapening the owner as well as you will receive summon try to eplain this to the owner am sure he co operate with you.....

file a police complaint against him for cheating and get him to appear. that is the most effective remedy you have with you, else you can also file a case in court for the same, though that will take much longer.
