Are we liable to pay VAT and Service tax while buying a flat?

we are buying a flat in Gurgoan. we have paid the initial amount. we were not told that we have to pay the VAT and Service tax on the Flat. now on the 2nd date of payment the builder has sent in the Invoice which Mentions VAT as well as Service Tax along with the interest on it. are we liable to pay it? and if yes then what is the % that we have to pay?
As the dealer has not disclosed you about payment of VAT as well as service tax, therefore you are not liable to make nay such payments and can even take counter measures of filing consumer complaint against the same demanding damages, however you also need to provide me the copy of Agreement to Sell which must have been executed between you and the builder as the same will clarify the stand of the parties for the present situation.
