The mother has no right to decide Unilateral about the child without the consideration of the father, there is no established law which allows the mother without consideration of the husband. she required the opinion

Yes...the mother has got full rights to decide about the wellbeing of her child. And the father can't say anything in that and he is also duty bound to provide his child as well as his wife's monthly maintenance so that both of them can easily maintain themselves.
