Second Marriage In Case Of Spouse Have Pshycho Disorder

My brother had married a girl called sonia on june 2017.sonia has been suffering from mental disorder for the past 10 years and her family not intimated about her mental disorder before marriage.and after marriage within a month we came to know about her disorder.we have all the evidence that she having mental disorder before marriage.there is any way to quickly get the decree of court as the opponent party intentionally not timely conducting court hearing for delaying the divorce case.can my brother marry another person inspite of pending court order as we have all the proof that sonia having mental disorder before marriage
