The jurisdiction on 498A IPC would depend on where such offence is committed. After receipt of FIR, if the police have comes to the conclusion/investigation that it is not committed within their jurisdiction, they can file the report before the magistrate empowered to take the cognizance.

If you want to sridhan and other monetary relief, maintenance etc., can get through court only , no need to file 498a case for recovering sridhan and others. Consult and get relief and take legal helps.

Please engage a good lawyer who can empathize and be compassionate while handling your issues and explain the police your situation well on your behalf. There is no need for a transfer of the the case under section 498A as the wife is not required to remain present unless there is witness summons from court and she is paid allowance to and fro, she can be examined in her native place where she is residing through court commissioner. If you think travelling would be a risk for you please state so and restrain from it.
Should you need any legal assistance feel free to contact. Happy to help.

Dear Madam,
If Investigating officer not registered FIR as per your complaint, you can file PCR and ask them register FIR as per your complaint and You need not go Delhi for Investigation, It's Investigation officer duty to conduct proper investigation.
