My husband is in Dubai he is not ready to come in india so how can I file the divorce case against him

Just file a case first. It’s court responsibility to make him appear. He will be served a proper notice/summons and then he has to come to attend the divorce proceedings. If he fails to join the proceedings, warrants can also be issued against him.

If it is a mutual divorce then you can file divorce case in india without his presence and he can give POA in favor of his friend and family to depose before the court.
