Government employees being witness

Is there any permission required from the department for a government employee to be a witness? What legal problems may be faced in the later part?
To append signature as witness in an instrument simply signifies that the executor of the document affixed his signature in the presence of such witness. The responsibility/liability of witness is only limited to testify that the author of the Deed signed before him, so that if there be any dispute in future as regards genuineness of the signature, the witness could be called upon to affirm the same. The witness doesn’t undertake any liability as regards content of the document. So, as it is not illegal at, there is no bar to stand as witness in a land deal or whatsoever.
