Domestic violence and Maintenance case against husband and in-laws. Pl

My is 14 years old marriage. I had filed DV against my husband and in-laws and Maintenance case in greater noida Court. And FIR request in mahila thana. They r not lodging FIR. Instead counselling is been done. SHO also said that she will decide whether FIR has to be lodged or not. My DV case Has not started yet. If FIR is not lodged then my case will not start? Pls guide.

As you told that your maintenance case and domestic violence case are under consideration but your other case in one of the police station which has not started yet and the women police station are saying that counseling of both of you is necessary before
