First of all get interim order of maintenance from court and tried to fix a handsome amount against the husband of ur sister. Have u filed any police complaint ... ? If has not filed till then you can file complaint direct in court

If your sister is being harassed by her in-laws, then you can file a complaint before the police regarding the harassment meted out to your sister by her husband and in-laws as well as you can file a Petition under domestic violence act against the husband as well as the in-laws of your sister. If your sister is not able to maintain herself Then you can move an application for interim maintenance in domestic violence petition or you can separately file a maintenance case under section 125 CRPC against the husband of your sister.
