Respondent abroad.Not responded in any way.R.has taken bank loan for a flat.can we ask the details from the bank.Should we have to go through consulate, passport office.,or police.

yes issue notice to bank manager to provide the details availiable with them , you can issue notice through consulate too but you have to follow procedures, each countries have framed their own laws to serve the notices , that information will be provided by consulate only , don't delay just begin both the process.
If divorce has been granted, then why do you need to contact the Respondent? If he has not responded to Court notices, then he may have been placed ex-parte. If alimony has been granted by the Court, you need to file an Execution Petition and then seek notice. You can also make his family members in Bengaluru a party to the case. You can ask for notice by email.
