Cheating a women after engagement

Hi sir/madam, My sister's engagement happened with both sides agreeing in front of our families in arranged marriage fashion. Now just before fixing dates before wedding, the groom is refusing to marry my sister saying that she is ugly, and he's gonna marry another girl in case if this marriage gets fixed. We are a prestigious family and many people know that this marriage is fixed. But despite all this actions as i dont want my sister's life to get spoiled and we agreed not to consider him. Now my question is can we file a cheating case against him so that he cant repeat these things with other womens life.
