Advice needed to file divoran & child education expenses from hsban..

My sister is married for 15 years to building construction work guy. Now he threw her out of the house. She wants divorce and child (boy-14, girl12)care and education.she is unemployed and 10th studied. Now she has to go for labour job and feed her. her husband is not tax payer or no proof about his earning. Please advice how she can get divorce and child education money from him. If we want free lawyer is possible?? As she can't pay to private lawyers.
