Hi
You should do the following
a) Approach the woman police station and lodge a police complaint u/s 498A (as you have spent 15 Lakhs and also given dowry).
b) File a domestic violence case against the husband on grounds of cruelty u/s 12 of Domestic violence act.
c) Your sister can file a suit for restitution of conjugal rights u/s 9 of Hindu marriage act.
d) Your sister can also claim maintenance u/s 125 Cr.P.C

You should follow the strategy of encircling (chakra vyuha) strategy so that your brother in law realises his mistakes/follies and financial costs thereof and starts treating your sister with respect and also living with your sister.
